Well. Suppose the electron is now in 3rd energy level. It has energy 19eV. Now to move 4th level, the electron needs to absorb energy. the source of energy in microscopic level is photon. When the electron absorbs a photon, it moves to upper level. Therefore, to move into lower energy level, it needs to release energy(releases photon that the electron gained before), it releases a photon means releasing energy and go back to lower energy level.
