Would humans be able to develop a solar powered space shuttle?

we seem to be using large amounts of explosives to leave the atmosphere. the only groundbreaking achivements have been the moon landing and the hubble telescope, now we're just sending probes and satellites into orbit. seems like alot of danger and pollution for not. ( i know it takes an unbelievable amount of force to leave the atmosphere)
